The Southern-Western Agglomeration of Valle del Cauca (ASOVC), an unofficial association of the municipalities of Cali, Palmira, Yumbo, Jamundí, Candelaria, Florida, Pradera, Dagua, La Cumbre y Vijes, and the Government of the Department of Valle del Cauca, have organized themselves to offer efficient mobility solutions at the municipal and metropolitan level.
The objective of the study is to structure a Regional Transport Authority (ART) capable of improving mobility in the urban area, as well as to structure an entity capable of building and operating the future intercommunal railway axis between Cali, Palmira, Jamundí and Yumbo.
DVDH, in collaboration with the Colombian consulting firm GSD+, carries out a comparative analysis of international and national ART to highlight good practices in institutional organization, as well as a diagnosis of the technical, economic, financial, commercial, regulatory, and institutional at ASOVC. Several institutional schema scenarios are also proposed and evaluated.
